State licensing
On 22 November 2024 the Supreme Court held that lotteries and betting are residual matters for the states. The National Lottery Act 2005 fell with it, and with it the national competence of the NLRC. Everything about licensing in this country now begins at state level.
Who issues a licence now
Two offices do most of the licensing a reader will meet. In Lagos it is the Lagos State Lotteries and Gaming Authority; in Abuja it is the FCTA Lottery Regulatory Office. Roughly twenty-two further states issue through a reciprocity framework rather than each running its own desk. Whichever one signed the permit is the one that has to hear a complaint about it.
That is the practical edge of the ruling, and the part a homepage badge almost never carries: a permit that is valid where it was issued does nothing for a reader sitting in a different state, and the badge rarely says which state it means.
Three ways of answering the same question
Reading the six graded sites in August 2026, their self-descriptions fall into three groups. MSport cites only a Lagos state licence, numbered LSLGA/OP/OSB/MS181223. SportyBet's footer says it is licensed by the National Lottery Regulatory Commission under License No 0001014. Betway Nigeria cites both a state licence and national permit numbers.
Those are quotations from the operators, not statements from us about who regulates them. The distinction is the whole point of this page: after the ruling, a commission licence is a description of history, and only a state licence describes the present.
Numbers without an issuer
Two of the graded books print a pair of numbers in the footer under a label about sports and casino betting licences, naming no authority at all: Bet9ja prints 0001074/00000014 and BetKing prints 00000006/00000008. Neither footer says who issued either number, and this page will not supply a name that the operator did not print.
A number with no issuer beside it cannot be checked by a reader.
The book that names nothing
1xBet Nigeria calls itself "a licensed betting company in Nigeria". That is the whole of it: no authority, no number and no company name appeared anywhere we looked. Five of the six graded brands print at least a number, which makes the sixth the clearest single reading on this page.
We are not calling that unlicensed. We are saying that the page said one thing and showed nothing, and on a market with no central register to consult, showing is the entire difference.
